Ask five gardeners where the “never remove more than a third” rule came from and you’ll get five shrugs. It’s repeated on plant tags, in extension handouts, and in nearly every pruning article on the internet — but it’s rarely sourced, and it’s applied the same way to a 40-foot oak, a butterfly bush, and a clump of sedum, as if one number covers all three. It doesn’t. Pull the actual guidance apart and the “third” turns out to be an average of at least three different dosing systems that were never meant to be the same rule — plus a few situations where pruning professionals ignore the fraction entirely because the plant’s biology doesn’t work that way.
Where “No More Than a Third” Actually Comes From
The closest thing to an official version of this rule is the ANSI A300 pruning standard, which allows up to 25% live-foliage removal on a mature tree in a single pruning [1]. That’s already a quarter, not a third — and University of Florida IFAS horticulturist Edward Gilman goes further, noting that 25% is “too much in many circumstances” for a mature tree and recommending a genuinely good reason before removing more than 10% of one [1].
NC State Extension’s version scales the dose to the plant’s age instead of using one flat number: a young, healthy tree can tolerate roughly 50% removal in a season, a tree in its 20s to 40s tolerates about 25%, and an old tree in good health should get no more than about 10% [2]. Average those three figures and you land conveniently close to a third — which is likely how the popular rule of thumb was born: not as a single measured threshold, but as a rounded midpoint of a system that was always meant to shrink as the plant ages.

There’s a second, unrelated “third” in circulation too. Iowa State University Extension’s staged method for rejuvenating an overgrown, multi-stemmed shrub removes one-third of the oldest stems at ground level in year one, half of what’s left in year two, and the rest in year three [6]. That’s a three-year renewal schedule for old wood, not an annual cap on live tissue — a completely different question wearing the same fraction. When someone tells you “the third rule,” ask which third they mean.
Why the Cap Exists in the First Place
The reason any cap exists comes down to stored energy. A plant’s leaves manufacture the carbohydrates it lives on between growing seasons, and a meaningful share of that reserve sits in the roots and lower stem, not just the canopy you’re looking at. Remove too much leaf-bearing wood at once and you cut the plant’s manufacturing capacity right when it needs reserves most — to callus over the wounds you just made and refill the roots before dormancy.
What makes this counterintuitive is that heavy pruning doesn’t make a plant grow less the following year — it usually makes it grow back harder. UNH Extension puts it plainly: pruning stimulates new growth, and the more you remove, the more extensive the regrowth tends to be, meaning a plant pruned to control its size can end up producing a flush of vigorous new branches that undoes the work [3]. That vigorous rebound is a stress response, not a sign the plant shrugged off the cut for free — it’s spending reserves it would otherwise have used for root growth and flower bud formation.

Structure changes the math significantly. A single-stemmed tree has one trunk and one root system supporting the whole crown, so losing a quarter of that canopy is a real hit to the plant’s total capacity. A multi-stemmed shrub is closer to a colony of individual stems sharing one root system — remove an entire stem and the roots simply redirect reserves to the stems left standing. That’s why NC State’s Henderson County office draws a hard line between the two: a single-stem tree shouldn’t lose more than about 25% at once, while a multi-stemmed shrub can often be cut to 18 inches above the ground — or to a bare stump — and recover, because the root system was never dependent on any one stem to begin with [4].
When the Cap Applies vs. When a Plant Can Take a Full Cutback
The practical question isn’t “how much is a third,” it’s “what kind of plant am I cutting.” A single-stemmed tree, a conifer with no buds on bare wood, and an old or stressed specimen of any kind should stay inside a real percentage cap. A multi-stemmed, deciduous shrub with strong basal buds usually doesn’t need one at all.

Exception 1: Renovation Pruning Breaks the Rule on Purpose
Renovation (or rejuvenation) pruning takes an overgrown, multi-stemmed shrub down to 4 to 6 inches of bare stubs in one session — nowhere close to a third. It works precisely because it targets shrub species with the root-shared structure described above: RHS lists Berberis, Deutzia, fuchsia, and willow as robust enough for one-shot renovation, while NC State’s Henderson County office adds hollies, rhododendrons, azaleas, mountain laurels, spirea, pieris, and itea to the list of shrubs that recover from a cut to a stump [4][5].
The trade-off is bloom, not survival. Shrubs that flower on the previous year’s wood — camellia and mock orange (Philadelphus) among them — sacrifice that season’s flowers after a hard renovation [5], and a severely cut lilac may not rebloom for three to five years [6]. That’s the real reason gardeners default to a gentler, staged version: cut a third of the oldest stems the first winter, half of what remains the second, and the rest the third — spreading the same total removal over three years so the shrub never loses its whole flowering structure at once [6]. Both approaches are correct; the choice is about how many years you’re willing to trade for a faster reset, not about plant survival.
Timing matters more than the percentage here. Do this in late winter or early spring before new growth starts, while the plant is drawing on stored root reserves rather than actively photosynthesizing — cutting a shrub this hard mid-summer removes leaf tissue it’s actively using, not tissue it had already budgeted to lose.
Exception 2: Blueberry Cane Rotation Ignores the Percentage Entirely
Blueberry pruning doesn’t use a volume cap at all — it uses cane age. That’s a structurally different rule. In a young bush with no old canes yet, the correct amount to remove some years is close to zero — nothing has aged out. In a neglected bush with a decade of unthinned growth, the correct first-year cut can exceed a third of total cane count, because the goal is resetting the age structure, not staying under a volume ceiling. The “how much” question isn’t answered by measuring the plant’s silhouette; it’s answered by counting rings and ages on individual canes. A percentage-based rule simply doesn’t describe what’s actually happening in a well-managed bramble or cane fruit planting.
The Chelsea chop, timed to late May or early June, cuts herbaceous perennials — sedum among them — back by a third to a half of stem height [7]. On the surface that looks like the same one-third guardrail applied to a smaller plant. It isn’t. The Chelsea chop works by removing apical dominance: cutting the growing tip releases the side buds below it to branch out, producing a shorter, bushier plant with more (if slightly delayed and smaller) flowers [7]. That’s a hormonal signaling effect, not a carbohydrate-reserve limit, and it plays out on soft tissue that fully regrows within the same growing season.
None of the concerns that generate the woody-plant cap — wound closure, multi-year carbohydrate deficit, structural dieback — apply here, because there’s no persistent wood being wounded and no multi-year recovery window at stake. The plant isn’t “surviving” a third-off cut the way a shrub survives renovation; it’s being deliberately triggered into a different growth habit. The number matches by coincidence, not by shared mechanism — which is exactly the kind of overlap that makes “the third rule” sound like one universal law instead of several unrelated ones.
Applying the Real Rule to Your Plant
Skip the single number and sort by structure instead. Cutting a mature single-stem tree — stay at 25% or less, and drop to 10% if the tree is old, stressed, or recovering from another issue [1][2]. Cutting a multi-stemmed deciduous shrub with a track record of tolerating hard pruning — the percentage cap doesn’t apply; decide between a one-year renovation and a three-year staged version based on how much bloom loss you can accept [5][6]. Cutting a cane fruit or bramble — count cane ages, not canopy volume. Cutting a herbaceous perennial for shape — the Chelsea chop’s third-to-half is a technique, not a safety ceiling, and the plant will be back to full size within weeks regardless of which fraction you use.

Is the 1/3 rule wrong?
Not wrong, exactly — it’s a reasonable average for a mature single-stem tree, which is probably why it stuck as the default. It’s just being applied well outside the case it was built for whenever it gets quoted at a shrub, a cane fruit, or a perennial.
