November in Zone 4 isn’t a wind-down month. It’s a sprint. By the time Thanksgiving arrives, the ground in Minnesota, Wisconsin, North Dakota, and Montana has typically frozen solid — and it stays that way until April. The window for planting, digging, and mulching shrinks to two weeks, sometimes less. Miss it and you’re waiting until next fall for a second chance on several of these tasks.

Zone 4 in November: What You’re Working With
USDA Zone 4 covers a winter low range of -30°F to -20°F. The first hard frost arrives in late September or early October, and by mid-November, sustained ground freeze typically sets in. That leaves a two-to-three week window in early November when the soil is cold enough to slow plant activity but still workable enough to dig, plant, and mulch.
This window is shorter than Zone 5 or Zone 6 gardeners get, and it’s the reason timing is so specific in this guide. What’s a mid-November task in Chicago is an early-November task in Duluth.

What to Plant in November

Task 1: Plant Garlic Before November 15
Garlic planted in fall produces larger, better-formed bulbs than garlic planted in spring — every time. The reason is vernalization: cloves need several weeks of exposure to soil below 40°F to trigger the hormonal changes that cause bulb formation the following summer. Without that cold period, you get green tops but small, undeveloped bulbs.
In Zone 4, the planting window runs from mid-October to November 15. After that, soil temperatures drop too low for root development before the deep freeze. Plant cloves 2–3 inches deep, pointed end up, 4–6 inches apart in rows 6–10 inches wide. Immediately apply 6–12 inches of straw over the bed — Zone 4 winters without mulch will heave unprotected bulbs out of the ground by February.
Task 2: Plant Spring Bulbs While the Soil Is Workable
Tulips, daffodils, crocus, and hyacinths can go into Zone 4 soil right up until it freezes — typically mid-November. They need the coming cold, not in spite of it. These bulbs require 12–16 weeks of temperatures below 40°F to bloom the following spring, and Zone 4 winters supply that automatically. If the soil is still workable and above 28°F, plant them.
Missing this window means waiting until next fall. There’s no spring workaround for bulbs that need cold vernalization.
Task 3: Cover Bare Vegetable Beds
If you didn’t sow a cover crop in September, spread 2–3 inches of compost or aged manure over bare beds and top it with shredded leaves. Soil microbes remain active until temperatures drop well below freezing — they’ll keep breaking down organic matter through November and releasing nutrients into the soil profile before it locks up for winter. Come spring, you’ll work with richer soil without any extra effort in April.

What to Prune and Cut Back
Task 4: Cut Back Herbaceous Perennials
Wait for a hard freeze — several nights below 25°F — before cutting perennials down. Cutting too early can trigger tender new growth that won’t survive Zone 4 temperatures. After that freeze, trim most perennials to 3–4 inches above the soil line.
Two exceptions worth knowing: leave ornamental grasses standing until spring (they provide winter structure and wildlife habitat), and cut peonies to 3 inches with all foliage removed completely. Peony foliage harbors botrytis blight spores that overwinter and infect next year’s growth — stripping the foliage is disease management, not just tidiness.
Task 5: Trim Asparagus Fronds
After the first hard frost, cut asparagus fronds to 2-inch stubs. The ferns die back naturally after frost, but leaving them standing creates an ideal overwintering site for asparagus beetles. Once cut, apply 4–6 inches of mulch over the bed for winter insulation.
Task 6: Rose Cleanup — Not Major Pruning
Zone 4 roses need specific November preparation, and the most common mistake is over-pruning in fall. In November, the goal is winter protection, not shaping. Remove all remaining foliage from canes to eliminate disease harboring, and reduce long canes by about one-third to minimize wind-rock damage over winter.
The essential Zone 4 step is mounding: once the soil surface partially freezes, pile 10–12 inches of soil (not mulch — soil) around the base of each grafted rose to protect the graft union from -30°F temperatures. Major structural pruning waits until late March or early April, when you can see which canes survived winter and buds are beginning to swell.
Task 7: Remove Dead and Diseased Wood from Trees
With leaves gone, November gives the clearest view of your trees’ structure you’ll get all year. Remove dead, diseased, or crossing branches now. Diseased wood — cankers, cracked bark, anything weeping sap — can spread infection through an otherwise healthy tree if left over winter. Save major structural cuts for late winter (February–March in Zone 4), when trees are fully dormant and wound closure is faster with rising temperatures.

What to Harvest in November
Task 8: Dig Root Vegetables Before the Ground Freezes
Leave carrots, parsnips, beets, turnips, and rutabagas in the ground as long as possible into November — they’ll be noticeably sweeter than anything you dug in September. When soil cools below 50°F, these plants convert stored starch into sugar as a natural antifreeze, protecting their cell membranes from freeze damage. Parsnips show this most dramatically; a November-dug parsnip tastes almost nothing like one pulled in August.
In Zone 4, harvest root crops before overnight temperatures push soil consistently below 28°F — at that point the roots themselves begin to freeze and quality drops fast. Use a fork, not a spade, especially for parsnips. Insert the fork 4 inches from the stem, push straight down 10–12 inches, and rock gently before lifting. Parsnip taproots snap under lateral pressure, and broken roots rot in storage.
Task 9: Keep Harvesting Cole Crops Through November
Kale, Brussels sprouts, and cabbage taste better after frost than before it — the same starch-to-sugar conversion at work. I leave kale standing until it’s actively snowing in a light dusting; the flavor peaks after the third or fourth frost and holds well through light snow cover.

Winterizing Before the Ground Locks
Task 10: Apply Protective Mulch at the Right Moment
The timing of mulching matters more than any other task on this list. Apply mulch too early — before a hard freeze — and you trap warmth in the soil, delay dormancy, and create prime vole habitat under the insulation. Apply too late — after the ground has frozen solid — and you can’t spread the material, and the damage is already done.
That damage is frost heaving. When soil repeatedly freezes and thaws during November before a sustained freeze sets in, water in the soil expands as ice and physically lifts plant crowns out of the ground. Exposed roots dry out and die. A 3–4 inch layer of straw, wood chips, or shredded leaves moderates soil temperature swings and stops the heave cycle. The right moment is a 3–5 day window in Zone 4: after the first hard freeze, before the ground freezes solid.
Garlic beds are the exception: they need 6–12 inches of straw — far more than the rest of the garden — to handle Zone 4’s extreme temperature swings through January and February.
Task 11: Drain, Store, and Service Equipment
Water left in garden hoses cracks the lining in Zone 4 winters. Drain hoses completely and store them coiled somewhere frost-free. Disconnect rain barrels and store them upside down — freeze-thaw cycles split barrels and crack spigots. Empty terracotta and decorative ceramic containers before the first freeze; both materials crack in sustained Zone 4 cold. Store them upside down in a shed or garage.
November is also the right time to sharpen and oil pruning tools and service mowers and tillers. Equipment shops are backed up in April when everyone needs tune-ups at once — getting it done now means you start spring ready.
Priority Order When Time Is Short
If time runs short in November, work in this order: harvest root vegetables and cole crops first (once frozen in the ground, they’re gone), then plant garlic before November 15 (the deadline is real and firm), then apply mulch after the first hard freeze to protect everything through winter. The remaining tasks — spring bulbs, perennial cutback, rose preparation, equipment storage — can be spread across available days without a hard deadline.
